PIO Act Tracker: Simplify Legislative History Research

Researching the legislative history of an Act can be a time-consuming part of legal research. A particular provision may have been debated and amended several times during its passage through Parliament, with clause numbers changing and relevant material spread across Commons, Lords and Committee debates.

Public Information Online (PIO) has introduced Act Tracker to make tracing this parliamentary history easier.

PIO Act Tracker is a legal research tool that helps researchers trace the legislative history of individual sections and provisions of an Act through parliamentary debates and amendments.

Tracing the History of an Act

Act Tracker connects sections of an Act with the parliamentary debates and amendments associated with their development.

The service brings together relevant material from the House of Commons, House of Lords and Committee stages, providing researchers with the parliamentary history behind individual provisions. It includes relevant clause and amendment references, debate dates and Hansard column numbers, together with links to the underlying debate documents.

This provides a more direct way to identify the parliamentary material relating to a provision, without having to manually reconstruct its legislative journey.

Supporting Legal Research

Understanding how a provision developed during its passage through Parliament can be valuable when researching statutory interpretation, legislative intent and Hansard.

It can also support Pepper v Hart research, where parliamentary material may be considered in certain circumstances when interpreting legislation. PIO's existing Pepper v Hart service provides access to the wider parliamentary material needed for this type of research, while Act Tracker provides a focused way of tracing the history of individual provisions.

Act Tracker is designed for solicitors, barristers and legal researchers who need to locate and examine the parliamentary history behind an Act.

By connecting the final wording of an Act with the debates and amendments that shaped it, Act Tracker helps researchers spend less time locating relevant parliamentary material and more time analysing it.
